Full Job Title: Manager - Medical Social Services
Plan, develop, organize, implement, evaluate and manage a comprehensive social work program and other related programs that are consistent with CHS mission, social work code of ethics, CHS patient care standards, and requirements of regulatory agencies.
ESSENTIAL JOB DUTIES
1. The Manager is responsible for planning, organizing, directing, controlling, and evaluating the social work service provided in CHS hospitals and outpatients settings.
Develops and refines program policies and procedures in accordance with departmental and funding directives.
a. Develops department budget, implements and monitors the budget.
b. Assures that program components are implemented in a coordinated manner toward meeting department goals.
c. Develops procedures for carrying out goals and objectives of the department.
d. Assures that department goals and objectives are met in a timely manner.
e. Manages daily operations effectively.
f. Completes necessary reports in a timely fashion according to department and hospital requirements.
g. Keeps abreast of change inpatient needs and develops social work programs to meet needs.
2. The Manager develops personnel practices and administers policies of the department.
Selects candidates for job openings.
a. Provides orientation of employees to their responsibilities to the hospital and department as appropriate.
b. Evaluates employee performance pursuant to hospital policy and practice.
c. Terminates employees according to hospital personnel policies.
d. Holds regular staff meetings documented with minutes.
e. Intervenes in employee conflicts when appropriate and attempts to assist employees in developing a positive resolution.
f. Works with employees to achieve developmental goals.
g. Promotes attendance of employees at outside educational and community events.
3. The Manager promotes the role of Medical Social Services within the hospital by effective liaison with department directors and physician leaders.
a. Meets with leadership of assigned service/programs to update existing programs and plan for newly emerging needs as necessary.
b. Participates in hospital committees and task forces.
c. Fosters the effective coordination of social work services with hospital patient care programs.
4. The Manager participates in the planning and development of educational programs for social service staff.
a. Provide in-services on current appropriate content for all social service staff as necessary.
5. The Manager is responsible for implementing and overseeing quality assurance issues and criteria.
a. Provides leadership in the development of appropriate standards of care.
b. Provides quality monitoring via supervision.
c. Monitors workload and worker ratio in order to maintain quality services while promoting productivity.
d. Assures that feedback systems to physicians, discharge planners and referral systems is timely, ongoing and effective.
6. The Manager is responsible for development of department policies and programs.
a. Recommends new programs and policies.
b. Provides criteria input regarding existing programs and policies.
c. Writes polices and protocols as appropriate.
7. The Manager coordinates and facilitates departmental planning activities.
a. Manages daily operations of department distributing workload effectively.
b. Develops and revises policies, programs and projects to meet organizational needs.
c. Sets long-range goals for department.
d. Oversees implementation of staff development and educational programs for the department.
8. The Manager promotes the Department of Medical Social Services within the community.
a. Regularly meets with relevant community providers, organizations and groups to provide program information and elicit community participation.
b. As a member of the Department of Medical Social Services, represents the hospital with key community agencies in order to maintain effective liaison and to promote community response to client needs.
9. The Manager promotes a positive, safe environment.
a. Fosters positive and professional interpersonal relationships with management personnel, peers, ancillary staff, visitors and physicians.
b. Supports the hospital and its goals, policies and management decisions.
c. Follows policy and procedures regarding infection control safety and body mechanics.
d. Identifies and reports barriers to department effectiveness and suggests effective problem solving methods.
e. Uses effective interpersonal communication skills to resolve conflicts or unusual situations.
f. Adheres to department personnel policies including attendance, punctuality, time-keeping standards and attending meetings.
10. The Manager demonstrates proficiency in management accountabilities.
11. The Manager keeps abreast of current professional standards of Social Work in the Health field and makes recommendations on changes in policy and programs and participates in activities of professional associations.
a. Active participation in the Society for Social Work Leadership in Health Care (SSWLHC) of the American Hospital Association.
ADDITIONAL JOB DUTIES
1. The Manager performs other related duties as may be requested by Administration of the Hospital.
a. Director responsibility, 24 hours a day.

1. Ability to demonstrate the knowledge and skills necessary to provide care appropriate to the age of the patients served on the assigned unit.
2. Ability to demonstrate knowledge of the principles of growth and development over the life span and posses the ability to assess data reflective of the patient's status and interpret the appropriate information needed to identify each patient's requirements relative to his or her age-specific needs, and to provide the care needed.
MINIMUM POSITION REQUIREMENTS
· Education: MSW degree from an accredited School of Social Work with field placement or job experience in hospital, health or mental health or related setting.
· Experience: Ten years experience of which five years were in a health setting and five years administrative, supervisory or consultative responsibility in a social work agency with acceptable standards.
· License/Certification: LCSW (CA State Licensed Clinical Social Worker) is required as evidence of ability to function as an independent, self regulated professional practitioner of clinical social work.
